The plan establishes an integrated framework to design the strategies and control measurements that will be implemented in the region, aiming to reach the necessary reduction of emissions to accomplish the air quality and health protection standards proposed. Based on a diagnose of the air quality problems, environmental authorities are recommended to focus their efforts on reducing the particulate matter below 2.5 micrometers (PM2.5), a pollutant with a great impact on health, and give priority to combustion processes control, which is the main direct emission source of particulate matter and precursor gases in the formation of secondary particulate matter in the atmosphere. Strategies to reduce contamination are addressed totransportation, fuel and industry sectors, because they are the most relevant according to the emissions inventory.
